FCA for Statewide Higher Education System in MA

Facilitated by the Division of Capital Asset Management and Maintenance (DCAMM), this current project in progress is a statewide facility condition assessment of all 259 state-owned buildings and grounds occupied by 9 Massachusetts state universities and 15 Massachusetts community colleges. The outcome of this FCA will support facility management and capital planning objectives to serve as a tool for DCAMM and the institutes of higher education to be strategic and proactive in accomplishing the following: 

  • Facility-related planning and prioritization to reduce the current backlog of deferred maintenance

  • Planning for capital renewal and improvements, informing the upcoming 5-year reinvestment plan 

  • Identifying preliminary planning for decarbonization to move campuses off fossil fuels 

  • Identifying efficient energy and water conservation measures 

  • Identifying requirements for enabling universal access and meeting the Commonwealth’s obligations with addressing the Americans with Disabilities Act (ADA compliance) 

  • Prioritizing needs related to climate change adaptation and resilience

FOS has approached this project with multiple teams of assessors, each assigned to a specific region of the state (Western, Central, Northeast, Southeast), starting with a cross-sectional pilot phase that included one campus from each region and two from the state university and community college portfolios. The purpose of the pilot was to bring all stakeholders, including CMMS administrators, to the projects as early as possible and to collaboratively determine the model of acceptable deliverables. FOS uses this as a foundational approach to our work across the country, providing a competitive and efficient schedule.

SERVICES —

FOS is providing a facility condition assessment of all 24 campuses across the state, including 258 buildings totaling 13.6 million sf. Deliverables will include: detailed FCA reports for each location in Excel and our proprietary FOScore® capital planning software; spreadsheets for uploading into their CMMS system; building-specific analysis that summarized overall infrastructure and facility conditions; a list of deficiency corrections, including accessibility, with budget-level cost estimates in order of priority; and recommendations for climate change, energy use, and resilience measures.
